The Massachusetts League of Community Health Centers (League) was founded in 1972 as one of the country’s first state Primary Care Associations (PCAs). Established under the same federal authorizing legislation as the health center program (Section 330 of the Public Health Service Act), PCAs are organized around a set of core functions and competencies that provide a framework for support and assistance to health centers and the communities they serve. The League is a non-profit 501(c)(3) organization registered as a public charity with the Commonwealth’s Secretary of State. It maintains a professional staff at its headquarters in Boston and its training center in Worcester.

This is a hybrid work environment and will require you to be in the office a minimum of two days per week. This position can work from the Boston or Worcester Office.

Position Summary:

The Vice President, Loan Operations is responsible for the oversight of multiple primary care and behavioral health workforce initiatives, including a new 7-year, $130.5 million state program. Leads a team of 8-10 staff and subcontractors providing key operational services. Oversees planning, implementation, budgeting, reporting and evaluation of all programs.

Essential Functions: (The following is a list of essential functions, which may be subject to change at any time and without advance notice. Management may assign new duties, reassign existing duties, or eliminate a role. Responsibilities include but may not be limited to the following.)

  • Reporting to the SVP of Workforce and Training, this position will be responsible for all of the League’s student loan repayment programs in our portfolio, which is approximately $135 million
  • Lead the student loan repayment programs including planning, implementation, financing, reporting and evaluation of all student loan repayment programs
  • Lead, hire and develop program staff
  • Manage all subcontractors, including consultants and vendors, to monitor performance and achieve outcomes
  • Provide management oversight to all operational, financial and data aspects of the loan repayment programs
  • Lead negotiations and management of all future potential loan repayment programs
  • Ensure contractual requirements are met, e.g., reporting requirements, sign-off on subcontractor agreements, and application/loan documents
  • Presents performance reports to League leadership about program successes, challenges, and risks
  • Administer and oversee program evaluation. Review results with MLCHC leadership and report results to funders


  • Master’s degree with 5-10 years of experience or Bachelor’s degree with 10-15 years of experience required
  • 5-8 years of supervisory experience required

  • Excellent written and oral communication skills
  • Excellent analytical skills
  • Proficiency in Microsoft Office and project management software


The physical demands described here represent those that an employee must meet to perform the essential functions of this job successfully.

While performing the duties of this job, the employee is required to talk and hear regularly. The employee must be able to remain in a stationary position 80% of the time. The employee needs to move inside and outside the office to access file cabinets, office equipment, meet with community partners at different sites. The position requires occasionally lifting office products and supplies up to 50 pounds and traveling to various locations for meetings.
