General Purpose:

The Director of Streets is responsible for directing all field operations to include planning, scheduling,  supervision and management of construction/maintenance in the public way (streets, parking lots, and sidewalks) throughout the City. Incumbent is the responsible senior manager for City-wide snow fighting operations; participates in all directed City emergencies and represents Public Works on Emergency Support  Function teams, as assigned. Manages a workforce of approximately 100 personnel within the Streets Division.  

Essential Duties: 

Manages a labor force with specified skills in masonry, asphalt, traffic and pedestrian control, public property maintenance, heavy equipment operation, and minor construction. Oversees all personnel actions to include hiring, performance counseling, training, and, when necessary, disciplinary actions. Directs snow and ice control on City streets and designated sidewalks including the contract management of contracted resources. Maintains assigned equipment fleet and coordinates timely repair and replacement of motorized equipment. Analyzes and prioritizes street conditions making recommendations to the Commissioner for long term planning/budgeting on roadway maintenance work. Recommends budgetary targets for future work, fleet replacement, and personnel. 

Responsible for the planning and general scheduling of Street Division projects needed to construct, maintain,  and clean specified City property to include all streets and the public right-of-way. Ensures accepted construction methods are adhered to in the execution of construction projects. Performs other duties of a supervisory or management nature as directed by the Commissioner or their designee. 


Bachelor’s degree in construction management, civil engineering, or a related field, preferred. At least ten (10)  years supervisory experience in the construction industry, preferably within municipal state government; or any equivalent combination of education and experience as determined by the City. Municipal experience is highly desirable. A strong commitment to public service is required.

Salary range: FY23 salary range $87,693 – $128,929 annually, plus excellent benefits
