REPORTS TO: Chief Program Officer

RESPONSIBILITIES MAY INCLUDE:

The statements below are intended to describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties and/or skills required. Other duties may be assigned. 

Senior Staff and Agency Oversight

  • Participate in bi-weekly senior staff meetings;
  • Participate and present at board meetings per request of Executive Director;
  • Participate and offer leadership in agency subcommittees, task forces, and/or other agency-wide initiatives;
  • Work closely with other senior staff members to ensure interdepartmental communication and collaboration; and
  • Represent Metro Housing|Boston by participating on external subcommittees, advisory boards, task forces and other such collaborative opportunities.

Program Management/Administrative

  • Ensure that Rental Assistance programs and staff foster Metro Housing|Boston’s goals of high quality housing, competent ownership, responsible rentership, and increasing choices and options for tenants;
  • Design and implement initiatives that encourage families to achieve economic self-sufficiency, makes informed housing choices, access support services, and promote responsible property ownership and management;
  • Interpret related government rules and regulations for use by the agency;
  • Prepare and manage budgets related to the department;
  • Complete monthly and quarterly reports related to the various programs for both internal use and external funders;
  • Ensure that Metro Housing’s housing inspection and rent reasonableness functions are carried out in accordance with HUD’s Housing Quality Standards (HQS) and DHCD inspection requirements;
  • Maintain up-to-date information regarding HUD and DHCD regulations and policy changes by reviewing, HUD and DHCD communication including: Federal Register Notices, Public Notices, DHCD Memorandum, Nan McKay updates, and overall collaboration with DHCD staff.  Responsible for the development and writing of program policy in response to changes in HUD/DHCD regulations and policy;
  • Ensure that the inspections component of the HCVP and SPC programs are meeting program requirements and are within budget.  Troubleshoot any issues that impact both the inspections and programmatic aspects of the programs;
  • Manage contracts and maintain working relationships with State Department of Housing and Community Development (DHCD) and City of Boston Department of Neighborhood Developments (DND);
  • Observe and analyze community events and developments for their impact on the Metro Housing’s Rental Assistance programs;
  • Develop agency response to community housing issues;
  • Represent Metro Housing  at the Regional Housing Network (RHN), Rental Assistance Committee (RAC), and Tracker User Group (TUG); and
  • Other duties as assigned.

 QUALIFICATIONS:

  • 7+ years of management experience with 3+ years at a senior level administering a large Section 8 program, including both tenant-and project-based assistance;
  • Exceptional leadership and management ability;
  • Superior analytical skills and problem-solving abilities, including a demonstrated ability to view challenges as opportunities and to proactively identify and implement solutions that are creative, innovative, and flexible;
  • Excellent communication, and organizational skills;
  • Computer literacy required, including proficiency in Microsoft Office, Outlook and Tracker systems;
  • Willingness to work as part of a team to promote the goals of the program and agency;
  • Demonstrated ability to work well in stressful situations and manage several complex tasks at once;
  • Demonstrated track record in managing a large staff, using a team building approach;
  • Thorough knowledge of HUD regulations and compliance issues and subsidized housing programs;
  • Experience in program design and implementation;
  • Exceptional staff and program management skills, including negotiation, conflict resolution, and coaching;
  • Strong written and oral skills;
  • B.A./B.S. or equivalent work experience required; and
  • Bi-lingual preferred.         

PREFERENCE GIVEN TO:

  • Candidates with multilingual skills (verbal and written). We are seeking candidates that speak and write English and at least one of the following languages (for interpreting and translation): Vietnamese, Cape Verdean Creole, Portuguese, Cantonese, Mandarin, Toisanese, and Spanish.
