General Statement of Duties and Responsibilities

DCAMM is recruiting for a once in a generation opportunity for its next Deputy Commissioner for the Office of Planning. We are looking for a highly motivated, energetic, experienced professional with a deep background in planning, project, and personnel management to lead the Planning team in developing strategic solutions for facilities needs for the Commonwealth agencies.

The Office of Planning is responsible for development of the annual Five-Year Capital Plan, managing strategic and master planning efforts, feasibility studies, capital project initiation, planning and early design, design review, and post occupancy evaluations. We work closely with the Office of Design and Construction, which implements the capital projects, and our offices of Leasing and Real Estate which offer alternative approaches to capital investment to meet agency facility needs.

The Office of Planning partners with and works collaboratively with the Office or Real Estate Management and the Office of Facilities Management and Maintenance to reach the goal of utilizing Commonwealth assets to facilitate increases in housing production as a key administrative objective and as a prerequisite for economic sustainability.

We also partner with the Office of Facilities Maintenance and Management to coordinate with user agencies to address deferred maintenance, on energy and resiliency planning and on interiors projects. Two programs span all projects: the Zero Carbon Initiative to move state facilities off fossil fuels; and Affirmative Marketing / DEI programs to ensure inclusive design and diversity of Women and Minority-owned firms and workforce in planning and design.

The Deputy Commissioner oversees a staff of 20 professionals – experienced architects and planners – who manage teams of A/E firms and planning consultants to develop a wide range of projects including strategic facilities and campus master plans, repairs, renovations, energy efficiency and resiliency upgrades, and planning and pre-design activities for state building projects and public development initiatives. We currently have over 60 on-going planning efforts for various user agencies including the State’s higher education system, the judiciary, public safety agencies, human services, environmental agencies, and state offices.

A key responsibility of the Deputy Commissioner is to establish the vision for strategic and capital planning for the Commonwealth. The Deputy Commissioner evaluates the quality of and continuously improves the services that the Planning Office provides for DCAMM, user agencies and the public; represents DCAMM on a variety of inter-agency and industry professional organizations; and provides expert consultation to the Secretary of A&F and other Secretaries, Governor, and the Legislature.

The right candidate will be a strategic thinker, collaborative partner, and strong team leader with experience in planning and design. Good communication and interpersonal skills, and the ability to manage in a public and dynamic milieu are essential.  The work we do typically involves a multitude of stakeholders and competing priorities and requires an ability to listen, understand and articulate the problem, establish clear goals through a collaborative process and then drive the team to a consensus solution and clear implementation plan.

Preferred Qualifications

15+ years of increasing and broad responsibility in planning, project management and portfolio management, including exposure to public construction, preferably within the Commonwealth.  Degree in architecture, planning or related field is required, registration or certification in architecture or planning is preferred.  We are looking for a strong track record as a team leader of people, projects and processes, with experience managing in a civic environment a plus.  We need superb communication, interpersonal and project management skills.

Demonstrated experience in managing multiple, complex projects involving capital planning, feasibility, budgeting, programming, report preparation and project monitoring.

The ability to exercise a high degree of independent initiative in managing the planning team, supervising consultant contracts, motivating others and solving daily conflicts and problems that occur.

Thorough knowledge of and experience in programming, planning, design and construction of buildings, staff management and client coordination.  Ability to solve problems, motivate others and keep projects moving.  The ability to communicate effectively with clear and concise writing, good graphic and oral presentation skills is essential.
